Energy infrastructure failures
An overnight attack on the Taman substation in Russia’s Krasnodar Krai caused sweeping blackouts across occupied Crimea. Satellite imagery from NASA FIRMS shows the strike hit this substation, which links the Russian energy grid to the peninsula via the Kerch strait. The Telegram channel Exilenova+ reported on the evening of Oct. 23 that "the entire peninsula is without electricity," citing satellite data, online monitors, and local accounts. This outage affected major cities including Sevastopol and Yalta. The online watchdog NetBlocks also reported widespread internet outages in the region.
Russian-installed governor of Sevastopol Mykhailo Razvozhaev told Telegram that "our city is temporarily without power" because of an "enemy attack on energy infrastructure outside of Sevastopol." While local authorities claimed they restored power in multiple cities shortly after the hit, residents later reported new blackouts in Simferopol, Yalta, and Alushta according to the Crimean Wind Telegram channel. This instability follows a period of intense strikes on the regional grid. This summer, Ukrainian forces hit 16 power stations across Crimea in 48 hours.
| Location | Reported Impact |
|---|---|
| Taman, Krasnodar Krai | Damage to Taman substation |
| Crimea | Blackouts in Sevastopol, Yalta, Simferopol, and Alushta |
| Myasnikovsky district, Rostov Oblast | Damage to transformer substation; blackouts in nearly 130 homes |
Additional drone strikes in southern Russia
A separate drone strike hit energy infrastructure in Russia’s Rostov Oblast overnight. Governor Yury Slyusar claimed drones damaged a transformer substation in the Myasnikovsky district, which caused blackouts in nearly 130 homes. The Kyiv Independent could not independently verify the extent of the blackouts or the reported attacks at the time of publication. The current disruption to the Crimean grid follows previous patterns of infrastructure targeting. Earlier this year, Ukrainian forces targeted several power stations to hinder Moscow’s war effort.
