Humanitarian agreement details
The White House press service announced on Oct. 23 that U.S. First Lady Melania Trump mediated a localized ceasefire in and around the Russian-occupied city of Oleshky in Kherson Oblast. The White House press service stated that Melania Trump initiated discussions with both nations and aligned the parties on the agreement’s objectives, technical procedures, timing, processes, and terms in her formal role as Exclusive Intermediary. This move addresses a worsening humanitarian crisis that has drawn international attention, such as from Pope Leo XIV. The ceasefire begins on Oct. 29. Non-military, civilian leaders from both countries will work together to visit Oleshky residents in their homes to determine the level of assistance they require.

Melania Trump said that residents who wish to evacuate will receive coordinated support and transportation to their preferred destination. She anticipated that some residents will want to go to Russia while others prefer Ukraine. An impartial American media organization will visit the area to document the work performed by both sides. Ukrainian lawmaker David Arakhamiia, leader of the Servant of the People faction, said on Telegram that the process of unblocking Oleshky and its outskirts will begin very soon. He noted the roles of the Pope and Melania Trump in this long process. Kremlin spokesperson Dmitry Peskov told Ura.ru that Melania Trump made a significant contribution to agreeing on the humanitarian operation. He said that Yana Lantratova and her Ukrainian counterpart prepared the operation.
Challenges to local evacuation
The humanitarian situation in Oleshky remains difficult because Russian forces blockade the city and target civilians fleeing via the only available roads with drones. Stefan Vorontsov, a volunteer coordinator with the NGO Humanity, expressed skepticism regarding the implementation of the deal. He told the Kyiv Independent he is wary of provocations, blackmail, a route through the Russian Federation, and PR. He also said he has little faith in the process. A woman from Oleshky, who spoke to the Kyiv Independent on condition of anonymity, said that all roads to the city are mined. She stated that there is no food delivery and that Russian forces are eating dogs because they are hungry themselves. This intervention comes after the Trump administration agreed to waive sanctions on Russia and buy Russian diesel fuel while the artificial throttling of Starlink terminals on Ukrainian drones continues. This also follows an October 13 announcement by President Donald Trump of an energy ceasefire that did not exist in practice.
