Aid for air defense
During the 30th Ibero-American Summit, President Volodymyr Zelensky met with Spanish Prime Minister Pedro Sanchez and announced that Madrid will deliver a 437 million euro ($490 million) military aid package to Ukraine to bolster its air defenses. This money arrives while Russian strikes pummel Ukrainian transportation and energy infrastructure. Zelensky said, "Throughout this war, Spain has consistently provided us with assistance and support." I find the current shortage of air defense systems and lagging Patriot missile resupply a failure in addressing the immediate needs of the Ukrainian people. The situation in Kyiv remains difficult as the power grid and water supply face constant attack. This massive military package provides funds specifically to help Ukraine defend against the Russian strikes that have caused severe power and water shortages in recent weeks.
Infrastructure and missile needs
The need for defense became clear after a Russian jet-powered drone struck a train platform at Dnipro railway station on Oct. 29. The attack killed at least 15 people and wounded at least 14 more as a passenger train prepared to depart for Zaporizhzhia. Zelensky also reflected on the heavy human cost of war by expressing solidarity with Spain following a deadly train accident that killed 69 people on Oct. 28. Damage to transport remains heavy. Foreign Minister Andrii Sybiha said on Sept. 15 that more than 500 locomotives have been either "completely destroyed" or damaged throughout the war, with more than half of those occurring since the start of this year. Zelensky noted that "this year, Russia has damaged more of our locomotives than in all the previous years of this war."
| Item | Quantity |
|---|---|
| Spanish pledged Patriot PAC-2 missiles | 5 |
| Ukraine Patriot missile requirement | 300 |
| Damaged/destroyed locomotives | 500+ |
Kyiv needs 300 Patriot missiles to fend off expected Russian ballistic missile attacks in the coming winter. The Spanish government pledged five Patriot PAC-2 missiles earlier this year. I view the current shipment of five missiles as an inadequate response to the requirement of 300 systems. The destruction of over 500 locomotives makes transportation upkeep incredibly difficult for the nation. I see the power grid damage as a direct result of these repeated Russian strikes.
