Abu Dhabi negotiations and security requirements
President Volodymyr Zelensky held a 90-minute phone call on Nov 4 with U.S. Special Envoys Steve Witkoff and Jared Kushner to discuss ending the war against Russia. This conversation precedes trilateral peace talks scheduled for Nov 10 in Abu Dhabi. The upcoming Abu Dhabi negotiations will occur at the team level, meaning technical delegates will conduct discussions that could eventually lead to a summit between Zelensky, Vladimir Putin, and Donald Trump. During the call, Zelensky stated that "post-war security guarantees must be truly ironclad" and emphasized that Ukraine needs interceptors for Patriot systems. The discussions also covered the "Drone Deals" format. Zelensky told the envoys that "the pace of negotiations needs to be as intense as possible to end this war as quickly as possible," adding that Ukraine has presented clear proposals to the American side. These discussions follow meetings in October where Witkoff met with Zelensky in Oslo and Putin in St. Petersburg. U.S. representatives also met with European partners in Brussels earlier on Nov 4 to coordinate joint peace efforts. I find the focus on air defense munitions and drone technology to be a direct response to Russian attacks.
Diplomatic friction and prior truces
I find the current diplomatic environment difficult because Trump’s second term has seen the U.S. move toward Russia through deals to buy Russian diesel, waiving sanctions on Moscow, and pressuring Kyiv to stop attacking Russian oil refineries. These actions caused disruptions to Ukraine’s Starlink service and military aid deliveries. While Kyiv seeks a ceasefire along current battle lines, Moscow demands that Ukraine cede unoccupied territory, an impasse that U.S.-brokered negotiations have not moved past. Previous efforts yielded prisoner exchanges and a localized ceasefire in the Russian-occupied town of Oleshky, an event credited to the intervention of Melania Trump that allowed civilians to evacuate after Russian forces blocked humanitarian aid. In Oleshky, residents faced severe shortages of food, drinking water, electricity, and medical supplies because Russian forces blocked aid. This instability follows contentious weeks in the relationship between Kyiv and Washington. The Abu Dhabi meeting will remain at the team level, utilizing technical negotiators to work through the specific details of the war’s end before any leader-level summit occurs.
