Drone attack hits NORSI refinery in Nizhny Novgorod Oblast

A drone strike targeted the Lukoil-Nizhegorodnefteorgsintez refinery in Kstovo, causing fires at Russia's fourth-largest oil refinery. The facility produces critical diesel, aviation fuel, and solid rocket propellant used for multiple-launch rocket systems.

Overnight attack on NORSI facility

Ukrainian monitoring channels Exilenova+ and Supernova+ published reports and footage of the overnight drone attack on November 1, while the independent Russian outlet ASTRA also reported that the Lukoil-Nizhegorodnefteorgsintez refinery, also known as NORSI, was struck and was burning. This strike hit the facility in Kstovo, Nizhny Novgorod Oblast, which is approximately 800 kilometers from the Ukrainian border. The incident occurred during a period of intense activity against Russian fuel infrastructure in the region.

Refinery Specification Value
Annual crude processing 15-17 million metric tons
Russian refinery rank 4th largest
Gasoline production rank 2nd largest

The NORSI facility processes between 15 and 17 million metric tons of crude every single year. It is Russia’s fourth-largest oil refinery. The plant is the nation’s second-largest gasoline producer. It produces bitumen, diesel, and aviation fuel. The plant, located in the Russian city of Kamensk-Shakhtinsky, produces solid rocket propellant for the Uragan, Smerch, and Tornado-S multiple-launch rocket systems.

Strategic impact and reactions

Since the beginning of 2026, Ukraine has engaged in a sustained campaign of long-range drone strikes on Russian energy facilities, focusing on oil refineries and fuel depots to disrupt the Russian war effort. This pattern of strikes targets infrastructure needed to sustain the Russian military, such as the facility in Kstovo that produces diesel and aviation fuel. An earlier confirmed strike on August 26 caused a large fire and forced the refinery to suspend operations due to damage sustained in that attack. This facility has been targeted a number of times by Ukrainian drones.

The U.S. Embassy considered the information regarding the potential incident a "credible threat" and is currently coordinating with Russian authorities to manage the situation in the Nizhny Novgorod region. Russian Foreign Minister Sergey Lavrov dismissed the reports, telling reporters, "Don’t trust them." The facility produces bitumen, diesel, and aviation fuel to support Russian forces throughout the conflict. This latest attack on the Kstovo facility follows the ongoing 2026 campaign of drone strikes against Russian energy assets and fuel depots across the country.
