Power failures in Kaliningrad and Bashkortostan
Widespread power outages hit Russia’s Kaliningrad Oblast around midnight on October 31. Residents in Kaliningrad and several surrounding towns lost electricity, and local media reported disruptions to mobile internet services throughout the region. The outages affected several districts of Kaliningrad, including Guryevsk, Svetlogorsk, Pionersky, Yantarny, Gvardeysk, and Bagrationovsk, while residents also reported disruptions to mobile internet services during the period of power loss. Regional authorities attributed the blackout to the activation of an emergency protection system at the Kaliningrad CHP-2 power plant, which caused part of its equipment to shut down. The Kyiv Independent could not verify if these outages resulted from drone activity. The outages in Kaliningrad and several surrounding towns occurred around midnight on October 31, according to local media reports.
In the capital of the Bashkortostan Republic, Ufa, the monitoring Exilenova+ Telegram channel reported explosions in an industrial area and claimed Russian air defenses were operating amid a possible drone attack. Earlier on October 31, Bashkortostan authorities declared a drone threat across the republic and imposed temporary flight restrictions at Ufa Airport, according to Russian media. The Kyiv Independent could not independently verify whether any facilities in the industrial area of Ufa had been damaged by the reported explosions.
Airspace restrictions in Perm Krai
Authorities in Perm Krai introduced airspace restrictions on the morning of October 31, which disrupted operations at Bolshoye Savino Airport. Russia’s Federal Air Transport Agency, Rosaviatsiya, suspended flights after authorities introduced an emergency safety "carpet" protocol covering an area within a 150-kilometer radius of the village of Beryozovka. Several departing and arriving flights faced delays, according to local media. Local reports indicate that the flight delays in Perm resulted from the sudden safety protocol in the region. While authorities in neighboring Bashkortostan, Udmurtia, and Sverdlovsk Oblast issued drone threat warnings, Perm Krai received no such alert, and the reason for the airspace restrictions remained unclear. No confirmed connection exists between the incidents in Kaliningrad, Ufa, and Perm, as officials have not linked the events.
