Financial breakdown of the package
British Finance Minister John Healey announced on Oct. 28 that the U.K. will provide over 10 billion pounds ($13.3 billion) in support for Ukraine in 2027. This announcement came during Healey’s presentation of the U.K. budget for 2027 and amid pressure from the EU and Ukraine to increase financial aid.
| Fund Type | GBP Amount | USD Amount |
|---|---|---|
| World Bank guarantees | £5.5 billion | $7.3 billion |
| World Bank crisis facility | £500 million | $660 million |
| U.K. export finance | £3 billion | $4 billion |
| Winter military defense | £500 million | $500 million |
The package includes £3 billion for "U.K. export finance," which prioritizes military support for Ukraine and remains a sum the U.K. has pledged and delivered every year since the full-scale invasion began. Prime Minister Andy Burnham said the package is a symbol of the government’s commitment to ensuring Ukraine has the means to continue its courageous fight against Russia’s illegal invasion. President Volodymyr Zelensky called the announcement "a truly strong and very timely step" because Russia needs to see that Ukraine will not be left alone. He added that standing with Ukraine means being on the "right side of history." The U.K. finance ministry stated in a social media post that Russia’s illegal invasion of Ukraine poses a serious threat to U.K. prosperity and security. I find the specific breakdown of these funds to be the most useful part of the announcement, though I find the £500 million for "military support to defend Ukraine from attacks this winter" to be a small addition compared to the overall deficit.
Ukraine’s financial shortfall
Norway’s $9 billion pledge for 2027 is a clear effort to shore up Kyiv’s budget gap, although the 70 billion euro ($78 billion) deficit facing Ukraine remains a massive hurdle. Ukraine expects this shortfall even when accounting for 45 billion euros ($50 billion) of already planned EU financial support.
EU officials discuss cooperation on Ukraine at a summit in Montreal, where they expect Canada to make a sizeable contribution to Ukraine’s finances. The EU is also considering an additional loan and different ways of using Russia’s immobilized assets to support Ukraine in 2027. President Zelensky expressed his gratitude to Britain and to Prime Minister Andy Burnham and his team.
