Drone attack in Luhansk Oblast

Ukrainian forces used strike drones to attack an ammunition depot in the occupied Luhansk Oblast, causing explosions near the city of Khrustalnyi overnight on Oct 27. The attack took several hours and targeted a location 65 kilometers southwest of Luhansk that Russian forces and their proxies have occupied since 2014. I view the strike on this ammunition site as a direct attempt to diminish Moscow’s ability to wage war. On Oct 24, Ukrainian drones struck a petrochemical plant and a warehouse belonging to the major Russian online retailer Ozon in Omsk, Siberia, which sits approximately 2,500 kilometers from the border. A fire broke out at the Omsky Kauchuk petrochemical plant before the drone hit the Ozon warehouse. These Siberian strikes targeted facilities located far from the Ukrainian border. On Oct 26, independent media outlet Astra reported that a drone likely hit a chemical plant in Voronezh that produces dual-use goods. That same attack in Voronezh also struck a business center and caused explosions and fires across the city.

Casualties and regional developments

The drone strikes resulted in severe injuries and deaths for Ukrainian personnel. Soldiers Yevhen, call sign "Izium", aged 25, and Artem, call sign "Kolobok", aged 24, suffered severe limb injuries and remained stranded in a contested area about 5 kilometers (3 miles) from the Russian border. 24-year-old Artem Koval died after doctors failed to overcome his life-threatening injuries following a drone strike, according to the Vodolaha Village Council. A fire also broke out at the Energia plant following an attack, according to the General Staff. President Volodymyr Zelensky said Russian ballistic missiles struck the grounds of a university in Kyiv, affecting the campus, Kyoto Park, the area near a metro station, and residential buildings. In Oleshky, evacuation volunteer Kseniia Arkhipova said that people remain in the area even if the world believes everyone has been evacuated. This move follows a decision by the Lviv council on Oct 20 to declare 2027 as the Year of the Ukrainian Insurgent Army and its military leader Romam Shukhevych. Prime Minister Serhii Koretskyi stated that the EU financial assistance program launched in 2024 unlocks 137 million euros ($153 million) in budget funding. This move fulfills Ukraine’s commitments under the Ukraine Facility.
