Industrial strikes in Perm and Lipetsk

Ukrainian forces struck the Avisma titanium plant in Perm Krai and the Energiya plant in Lipetsk Oblast on Oct 25. In Berezniki, an industrial facility belonging to the VSMPO-AVISMA corporation sustained "minor" damage during the strike, though Perm Krai Governor Dmitry Makhonin said the facility continues to operate as normal. The strike on the Avisma plant, located 170 kilometers from the regional center of Perm and 1,400 kilometers from the Ukrainian border, injured five employees after 11 drones were downed, according to Perm Krai Governor Dmitry Makhonin. Avisma produces titanium sponge for military aircraft, nuclear submarines, armored vehicles, and missile systems under U.S. sanctions. This facility is part of the Russian metallurgical corporation VSMPO-AVISMA and is one of the world’s largest titanium sponge producers in Russia.

Impact on production and regional military sites

The Energiya plant in Yelets, located 200 kilometers from the Ukrainian border, sustained an attack on an "industrial zone" that injured one person, according to Lipetsk Oblast Governor Igor Artamonov. This enterprise is Russia’s largest research and production enterprise specializing in electrochemical power sources. The plant manufactures batteries for unmanned aerial vehicles, power sources for air defense missile systems, and batteries for aircraft and naval vessels. Sanctions against the enterprise come from the U.S., the European Union, the U.K., Canada, Switzerland, Japan, Australia, and Ukraine. The facility previously faced attacks in May 2025, July 2025, and January 2026. These attacks occurred at the same production site.
