Immediate needs in Ukraine
UNHCR launched a winter appeal on October 30, seeking at least $50 million to assist 9 million people across Ukraine, Syria, Lebanon, and Afghanistan through the 2026-27 winter season. I find the UNHCR’s direct focus on cash assistance for Ukrainian households the most effective part of this strategy. The July plan budgets $104 million, allocating $80 million for cash aid to 310,550 people at UAH19,400 ($428) per household, while $23 million covers insulation for 78,000 people and $1 million provides protection support for 47,100. Dominique Hyde, the UNHCR director of external relations, said, "Resources are scarce and costs are spiralling just as winter looms in the northern hemisphere." Shrinking government funding also hampers the agency, as the UNHCR sought $8.5 billion for 2026 programs but had only $3 billion available by October 9. The inter-agency Winter Response Plan seeks $358.4 million for 2.1 million people in Ukraine, which is an increase from the $277.7 million sought for 1.7 million people last winter. With Russia having damaged more than 800 pieces of energy equipment in 350 attacks since September, Kyiv says the escalating strikes on civilians and humanitarians make the need for winter protection extremely urgent for millions.
Infrastructure damage and displacement
Kyiv is preparing for the worst after Russian forces hit electricity generation, transmission, and distribution facilities at least 423 times between October 2025 and March 2026. This destruction left many people without basic necessities, as 75% of those who left Ukraine in December, January, and February cited a lack of electricity, water, or heating. I see the scale of destruction as a major hurdle, since nearly 3 million homes were damaged or destroyed by the end of 2025. Kyiv has even drawn up evacuation lists for residents who could not survive in an unheated flat.
| Aid Type | Targeted Population | Budget Allocation |
|---|---|---|
| Cash Assistance | 310,550 people | $80 million |
| Home Insulation | 78,000 people | $23 million |
| Protection Support | 47,100 people | $1 million |
The humanitarian crisis extends beyond Ukraine, where UNHCR estimates that 3.7 million people remain internally displaced and over 5.9 million refugees live abroad. The Ukraine Humanitarian Fund also allocated $50 million to fill urgent funding gaps. In Lebanon, UNHCR can reach only half of the 300,000 people needing winter help because of insufficient funds. Meanwhile, between January 2025 and July 2026, almost 4 million Afghans returned from Pakistan and Iran with very little to live on.
