Diplomatic removals in Vienna
The Austrian Foreign Ministry announced on Oct 23 that it is expelling four Russian diplomats for security reasons. This group of individuals consists of three members of the Russian Embassy and one Russian delegate at the Organization for Security and Co-operation in Europe (OSCE) who is responsible for military security and arms control. The ministry stated that these personnel "carried out activities incompatible with their diplomatic status." I find it significant that this move follows an earlier incident in May when Austria expelled three members of the Russian Embassy due to suspected signals intelligence activities in the capital. Since 2020, Austria has expelled a total of 18 Russian diplomats as European nations take similar steps because of growing concerns regarding Russian espionage during the full-scale war in Ukraine. I observe that because Vienna hosts major international institutions like the OSCE or UN agencies, the city remains a popular target for Russian spies. This latest expulsion of four diplomats, which includes a delegate specializing in military security and arms control, points to the ongoing tension between the Austrian government and the Russian mission.
Moscow promises a response
Russia’s Foreign Ministry warned that an "inevitable" response will follow this decision, according to the TASS news agency. I expect a sudden retaliatory move from Moscow because of the long history of diplomatic friction between these two nations. Although Austria maintains a status of neutrality, the government joined international and EU sanctions against Russia and provides both financial and humanitarian aid to Kyiv. The total of 18 Russian diplomats expelled by Austria since 2020 demonstrates the long-term, persistent nature of these security concerns. This expulsion of the four diplomats adds to the growing list of Russian personnel removed from the country, as Austria continues to monitor security threats in the capital. I note that the Russian state news agency reports a coming response, which comes after Austria previously removed three staff members of the Russian Embassy in May over suspected signals intelligence activities. While Russia’s Foreign Ministry has promised a response, the Austrian government has not indicated whether further expulsions will follow the current removal of the four specific diplomats. The diplomatic fallout is expected to continue as Austria maintains its alignment with international sanctions.
