Russia uses drones to deliver propaganda and cyber-phishing traps

Unmanned Systems Forces Commander Robert "Madyar" Brovdi reports that Russia is now arming its drones with "psychological manipulation" to complement explosives. On the evening of Nov. 4, Ukrainian soldiers shot down a Russian Shahed-type drone that carried a combat payload and a large bundle of propaganda leaflets printed in the Ukrainian language. I consider this move to combine kinetic weapons with digital deception a calculated escalation in the conflict. The intercepted drone carried inflammatory propaganda material intended for Kyiv along with a cyber-phishing trap that activates when a user scans the specific QR code printed on the distributed leaflets. One leaflet asks respondents to vote on a name for a Ukrainian volunteer brigade within the Russian Armed Forces, while another leaflet denounces military recruitment policies. Brovdi warns residents not to scan any codes found on these flyers. "It is highly likely that this is an enemy trap designed to steal your data or infect your smartphone with a virus," he said. Brovdi noted that it is the right time for Russia to destabilize Ukraine with information and psychological operations at a moment when society is being bombarded with disinformation.

Unrest and disinformation

This drone tactic follows an aggressive clash between Ukraine’s National Guard and civilians in Kyiv Oblast on Nov. 2, which renewed questions about disinformation and Russian involvement in domestic provocations. Presidential Office Head Kyrylo Budanov said the incident was a provocation and a reflection of real social tensions. I see how Russia uses this mixture of truth and lies to destabilize Ukraine at a moment when society faces intense information operations. On Nov. 4, Ukrainian law enforcement arrested two suspects accused of spreading disinformation and provoking the recent unrest in Kyiv Oblast. One individual, Tetiana Kiriieva, faces charges for spreading false information on social media about alleged illegal detention, torture, and murder of people on the grounds of a military facility. At the time of the report, the specifics of the drone interception could not be verified. These reports of a drone carrying propaganda and the arrest of those spreading rumors about military facilities confirm the dangerous coordination between digital and physical threats.
