Strikes on Lipetsk and Tula plants

Russian Telegram media channels reported that Ukrainian military forces launched attacks on several facilities linked to the Russian military-industrial complex overnight on Oct. 28. Late on Oct. 27, explosions sounded and fires burned in the city of Lipetsk following an attack by Ukrainian forces, according to the monitoring channel Exilenova Plus. A fire broke out in the area of the Novolipetsk Metallurgical Plant after air defenses engaged. The Novolipetsk Metallurgical Plant, whose owner Vladimir Lisin Canada and Australia have sanctioned, supplies Russian defense companies that produce air defense systems, drones, missiles, and other weapons according to a 2025 investigation by Ukrainska Pravda. Ukraine has also sanctioned this plant. Later in the night, the Azot chemical plant in Novomoskovsk, located in Tula Oblast, caught fire following a reported Ukrainian attack. This Azot plant has been repeatedly targeted by Ukrainian drones in recent months. The Kyiv Independent could not immediately verify the details of the reported attacks, and the extent of the damage caused was not immediately clear.

Ammunition and long-range strikes

Ukrainian forces attacked an ammunition depot in occupied Luhansk Oblast overnight on Oct. 27. The strike drones targeted the ammunition depot in Luhansk Oblast in an attack that lasted several hours near the city of Khrustalnyi, according to Exilenova Plus. These drones set off explosions at the site. This strike follows an Oct. 24 attack where Ukrainian forces hit a petrochemical plant and a warehouse in Siberia, which is 2,500 kilometers away from the border, according to monitoring channels. Ukraine regularly strikes military targets deep within Russia and occupied territories to diminish Moscow’s ability to continue waging its war.
