Coerced perpetrators in Brasov
Romanian officials stated on Oct 26 that a Russian network coordinated a fire that broke out on Sept 14 near CARFIL SA, a subsidiary of the national company ROMARM, in Brasov. This fire erupted in central Romania near a state-owned arms company. The Romanian Intelligence Service and the Directorate for Investigating Organized Crime and Terrorism, known as DIICOT, say the arson attack is "part of a larger campaign of sabotage operations attributed to the Russian Federation in Europe." Investigators identified three perpetrators, including two from Belarus and one from Ukraine, whom Russian operatives coerced into carrying out the attack. DIICOT says two suspects were arrested in Germany. The third suspect remains at large in Poland, where European authorities issued a warrant for his arrest on Monday. Romanian investigators believe the suspects instigated similar incidents in other locations before the Brasov fire, and the investigation into the perpetrators continues. The sabotage operations aim to intimidate and undermine the defense capabilities of affected states, and weaken all their contributions to European and regional security, according to the Romanian Intelligence Service.
Patterns of hybrid warfare
The Brasov arson joins a string of incidents across Europe that authorities believe were instigated by the Russian operatives. In August, Estonian officials said an arson attack against a defense contractor in Tallinn was likely caused by Russian sabotage operations, which targeted the firm’s infrastructure. A similar incident happened in Poland less than a month before Oct 18, when Lithuanian forces thwarted Russian attempts to burn down Starlink satellite communications equipment on Oct 18. Experts warn that the increase in Russian hybrid attacks is a way for Russia to test how far it can push NATO and Europe by probing the limits of NATO security and sowing chaos without triggering an all-out war. Romania, which borders Ukraine, also faces direct consequences from the full-scale Russian invasion. These impacts include drone activity in the Black Sea and the sinking of a civilian cargo ship on Oct 23 after a series of deadly Russian strikes. The sabotage operations aim to intimidate and undermine the defense capabilities of affected states, according to reports from the Romanian Intelligence Service.
